The Minnesota Department of Commerce, through its Conservation Applied Research and Development (CARD) program, aimed to build a state-level foundation for incorporating codes and appliance standards activities into Minnesota energy efficiency program efforts.

The Issue

Minnesota lacked a formalized approach for integrating building codes and appliance standards into its energy savings strategy, limiting the state’s utilities from claiming savings through these measures. The Department of Commerce was interested in pathways for Minnesota utilities to participate in and claim savings from codes and standards activities.
